Seven mandate areas.One continental mission.
ADIIF's mandate integrates continental digital infrastructure, strategic intelligence, investment mobilisation, digital sovereignty, government and policy leadership, African technology capability and continental convening into a permanent institutional framework for informed action.
What Africa must build, and how Africa understands it.
Continental Digital Infrastructure concerns what Africa must build, connect, strengthen and coordinate. Strategic Intelligence concerns Africa's capability to see, measure, understand, compare, anticipate, advise and act. Neither is subordinate to the other.
Continental Digital Infrastructure
Purpose. Advance a coherent continental understanding and development of the physical and digital infrastructure required to support Africa's digital economy.
Strategic relevance. Africa's digital transformation depends upon interconnected layers of power, connectivity, fibre, subsea infrastructure, satellite systems, data centres, cloud, compute, cybersecurity and digital public infrastructure. Fragmented development across these layers constrains scale, resilience, investment and continental integration.

- Cross-Border Infrastructure Coordination
- Infrastructure Resilience Frameworks
Strategic Intelligence
Purpose. Establish an independent African capability to transform trusted infrastructure, investment, technology, policy and sovereignty data into strategic intelligence for governments, institutions, investors and decision-makers.
Strategic relevance. Africa requires more than data. It requires the capability to understand what is happening across its digital infrastructure landscape, why it is happening, where critical gaps and dependencies exist, what is likely to happen next, where capital should be directed, what risks are emerging and what decisions should follow.

Africa's capability to see, measure, understand and decide.
Strategic Intelligence is a permanent institutional capability of ADIIF — the ability to transform trusted data into evidence, interpretation, foresight and decision intelligence for governments, institutions and investors.
Data tells Africa what exists. Intelligence explains what it means, what is changing, what is at risk, what opportunities are emerging and what decision should follow.
Establish visibility of Africa's infrastructure, technology, investment, policy and sovereignty landscape.
The principal domains through which ADIIF will progressively build independent African intelligence capability. No fabricated data, scores or rankings are shown; capabilities not yet operational are marked accordingly.

Institutional capabilities and outputs of the Strategic Intelligence mandate. These are not live products; each will be released only when its data and methodology meet institutional standards.

An interconnected institutional system.
These mandates are not isolated departments. Infrastructure defines what to build; intelligence explains the landscape; investment mobilisation connects requirements with capital; sovereignty protects African agency; policy leadership enables coordination; technology capability builds the means; and convening turns priorities into coordinated action.
Infrastructure Investment Mobilisation
Purpose. Convert priority infrastructure requirements into structured, investable opportunities and help bridge infrastructure requirements with appropriate capital.
Strategic relevance. Capital exists, but a shortage of well-prepared, bankable projects constrains deployment.
- Pipeline development
- Project preparation frameworks
- Investor engagement
Digital Sovereignty
Purpose. Advance Africa's meaningful participation in the control, ownership and governance of its digital systems and critical digital infrastructure.
Strategic relevance. Sovereignty determines who benefits from, and who governs, critical digital infrastructure. Strategic Intelligence develops intelligence capability; Digital Sovereignty applies relevant intelligence within sovereignty frameworks and decision-making.
- Sovereignty frameworks
- Policy intelligence
- Sovereignty monitoring
Government & Policy Leadership
Purpose. Support governments with credible, non-partisan intelligence and convening.
Strategic relevance. Coherent policy is essential to attract investment and coordinate infrastructure at scale. Strategic Intelligence produces evidence and intelligence; Government & Policy Leadership provides the institutional channel through which evidence supports leadership, coordination, dialogue and policy development.
- Executive decision support
- Policy dialogue
- Regulatory intelligence
African Technology Capability
Purpose. Strengthen Africa's ability to understand, build, operate and maintain strategic technologies.
Strategic relevance. Durable sovereignty depends on domestic skills, institutions and technical depth.
- Capability frameworks
- Skills intelligence
- Institutional collaboration
Continental Convening
Purpose. Convene the leaders responsible for financing, regulating, building and governing Africa's digital infrastructure.
Strategic relevance. Alignment across stakeholders accelerates delivery and reduces fragmentation. Continental Convening is one mandate of a much broader permanent institution.
